There not under their control. Warsangeli lands (East Sanaag) is completely controlled by Puntland! Somaliland doesn't have a presence there. Dhulbahante lands are controlled by Dhulbahante militias, some are pro SL and some are pro PL and they keep flip flopping but they control their lands at the end of the day. It's just corrupt and mismanaged.
