PUNTLAND President Said Abdullahi Deni wants all upstream contracts and negotiations concerning the Somali autonomous territory to be conducted within his own Ministry of Water & Energy and has begun staffing up in the capital Garowe to achieve this goal.
Having won a landslide victory in January against Asad Osman Abdullahi, Deni has now appointed lawyer Ahmed ‘Taran’ Mohamed Yusuf to the portfolio and to assign consultants.
Along with Assistant Minister of Energy Mohammed Bashir, a midstream petroleum engineer, Yusuf has since agreed with advisor Amsas Consulting, run by Australian-Somali Ali Abdullahi, that the 2009 Petroleum Code, ratified by the Puntland Parliament back in 2009, is fit to present to industry.
