Doesnt puntland have a police force?? And if so why isnt there a police within mudug?
People are literally recording themselves committing murder because they know there will be ZERO consequence from police.

I truly hate federalism because all the power in a state can go to few poltical elites who dont care about security and development of the whole state they have control over

We have a good security architecture if not the best in the horn of africa. The Rule of law is established through our parliament that covers govt, market, and civilians and they present ideas, debate, vote and then decide to ratify or reject.

As for our criminal penal codes it is sourced through shariah, common law which is land based and xeer. We have gaalkacyo, qardho, garowe, bosaso modern prisons to hold our criminals.

We have law enforcement facilities such as the police and prison wardens. They also have 999 police call centers where any civilian rural or urban can contact law enforcement and a dispatch will be sent immediately.

Puntland has a rule based system. Puntland just like any society has criminals but we also separate them from general public unlike where your from a bloody zoo where civilian and criminals are not distinguished or separated which is the homeland of @Wonyluvr @Mudug_gyal
