The average civilian in Hargeisa doesn't own a gun were's in Sanaag almost everyone
owns one or one of their close family owns one. Sanaag is the Texas of Somalia along
with Mudug.
It's because all of the big clans have a stake in Hargeisa nowadays. There is an incentive to keep the peace due to intermingling, ties of kinship as well as commerce and trade flows that would be hurt by having another civil war.
There's no need to own a gun when you trust the police to do their jobs and keep the peace between you and your neighbours. We need to get to that level of trust in Eastern Somaliland.
