Puntland cannot develop to what we want without investment banking, you can run around for decades and centuries seeking FDI which is essentially business investment lol with low revenues and who also report to investment bankers. Haven't you seen how America only bails out investment bankers not corporates, haven't U seen having business class only reduces U to what Russia is with its oligarchs 
Investment bankers serve the most critical role in the developed world markets, they invest in new start ups, buy out successful businesses, they perform merges of corporations to dominate a market space. This is the engine of the western economy, the businesses who are created and successful always seek investment banker advice, funds to keep afloat and survive because by tying themselves to them they believe they survive in the long term like the bankers do but in reality their all expendable when their profit use is over for investment bankers.
Puntland economic approach shouldn't be constantly 3rd world economics relying on farming, fishery, oil, gold, livestock the silly natural commodity market. Their is not a single country who is successful using such economic posture, not 1, their all third world for a reason, because they expend their national effort in rural or manual work.
Show me one country who is successful following this template ? Not one so why is PL pursuing this stupid policy? If PL is smart you need to meet investment banking firms who can deploy finances into your market and then it's your govt responsibility to address the local health and education and create the locals in demand market skills, yes in demand.
