The problem with PL donor fund corruption can be solved by creating an independent institution that is corruption free with check and balances that is 'provable' to the world that their funds will not be lost to 'corrupt employees or ministers and not used for personal gain' They have to report to their funders and they will not accept their aid was mis-used and this can mean the whole state can suffer with donors pulling out because of a 'few corrupt hands'. Why can't these people who want to 'live' of money intended for the region get a job, why do you need to resort to fraud which is one of the worst crimes that ruins the reputation of a regions government. Your hurting your locals only who become poor so you can enjoy life? Why do we have not a single person arrested for this vicious crime against the people yet we arrest petty 'criminals'?
This is a crime against the state and anyone caught doing this must be given the ultimate punishment of 'capital punishment' like Singapore did which lead quickly to the development of the whole state as the investment and policies was actually reaching the locals and not staying in the hands of a few which at the end of the day will not create an independent state or region but will only create 1% economy and no diaspora or foreign businesses will come to such a small market because the investment isn't worth the 'return' wallahi because 'yaa laga ganacsatada' just 1000 diaspora rich people this isn't going to return anyone a benefit but 'black market' and hence PL will suffer the 'african economic effect'.
