We need to seriously review this area. A land that has ineffective judicial system is not a place that can develop. We need to review criminal courts, civil courts, and constitutional courts. Criminal courts need to deal with matters of criminal behavior in the region, civil courts need to deal with civil disputes about non criminal matters such as land disputes, business disputes, civilian disputes(compensation of injury) and other tasks. Civilian courts are usually the ones that are most active and busy in most nations in comparison to constitutional courts and criminal courts.

The thing we need to do is ensure every district in PL has the same law in relation to their civil and criminal matters, so no matter where anyone travels in PL, you fall under a common law. We must keep traditional law only in 'nomadic settings' and outside of settled place. If the place is settled and beyond a reasonable number of settlers, we need to implement puntland's common law.

One law for all in PL, not many laws which is currently in practise where people use the traditional and courts depending on which ever suits their outcome. This time we need 1 law based on a common law between the people in all settlements. If I commit a crime in garacad I should be tried under common law like I committed a crime in Burtinle or Qardho.
