Puntland wants two things:
Hawiye cannot deal in a straightforward manner with MJ because of this inferiority complex. There is always present a need to get a dig in or twist the knife even if it gets the Hawiye politician in question no net gain. Hawiye see themselves as social inferiors of MJ so they will take any chance they get to cause harm to MJ interests even if there is no gain to be had.
Politics is a repeat game of reciprocity, Hawiye can’t play this game with MJ without making it zero sum.
- Fair share of foreign aid. It can be based on the number of MPs and senators Puntland has, on the number of districts, the number of people from the 2014 population estimate etc… just its fair share
- To not surrender to the FGS any powers outside of the four mentioned in the constitution:
- Foreign Affairs
- National Defense
- Citizenship and Immigration
- Monetary Policy
