Any country who lacks data and relies on 'estimations' can not even discuss development. The first duty of Puntland agencies should be to collect data on it's people, store that data, and use this data to form policies. That's the scientific based politics that every government in the world uses to form it's policy and not just random 'opinion' based politics which is what we are currently stuck with as Puntland.
I call for one central statistic agency and this would be my suggestion to Deni that is solely focused on collecting data on the population covering population, male, female, children, elderly population. Collecting data on education levels attained within the population and across gender and age groups. Collecting data on city and rural areas across education and health matters. Collecting data on employment levels and what the average citizen income level is. There is so many fields we can collect data on but those are some of the main ones that are needed to ensure we know where to inject capital on a problem in a society. For example which 'age bracket' needs the most 'health-care' which gender requires 'more education'? which city or towns requires more 'work' to raise incomes.
Do you agree, we lack planning statistics in Puntland? without these statistics how can we start addressing the region issues one by one in a measurable way. We need statistics first and then we need policy to inject money towards a given problem and after that we can review the statistic and see if the problem has been addressed and present this as 'data' and 'facts' to our population that the government is going through it's statistics and ensuring our taxes or aid money is injected towards the right area.
