Apparently the incompetent Gaas signed it in Baydhabo meeting.

The model gives FGS leaders option to extend their term. It also approves 4.5 which Puntland vehemently is against.

It further increases indirect unelected representation to individuals that lack mandate from their constituents and States they hail from.

Alternative is district as Puntland is bigger it would get more MP's and Representation than under 4.5 which is fixed and unfair.

Puntland is 1/3 of Somalia so you can imagine if Parliamentarians were to be split according/along districts.

That's not going to work. Just because Puntland has a large land mass, much of it unhabitated desert, does not mean it is entitled to greater political power. The only acceptable replacement to 4.5 is government by popular vote.

Aarlibaax much to the misgivings of many here the Mohamed Siyaad Barre actually gave lot of districts to Puntland.

Bari is the largest region in Somalia.

Every district sharing would have to be based on pre 1991 districts as logically.

The reason why so clans from South Gaalkacyo to Mogadishu clans were against federalism were lack of land.

The Federal Charter says and subsequent constitution and the adoption of creation of Federal States in the Garoowe principles that every State has to be made up of two regions minimum or more.

To this day Galmudug struggles and forced them to claim all of Mudug which are part of Puntland.

They say Burtinle is the border! Why?

Galguduud is shared hence why the Vice is MX so is Mudug great chunk belongs to Puntland.

Hirshabelle split into Hiiraan which is settled by other clans.

Middle Shabelle by Ali Mahdi and Banaadir is not a federal state.

Afgooye and Marka are under South West State which is dominated by other clan.

It can be seen why Baraxley, Dhusamareeb and Cadaado folks were so vehemently against the establishment of Federalism.

Puntland broke that by saying they will not recognise Mogadishu as capital forcing the naysayers of Federalism to swallow that hard pill.

For the Puntland kids out there asking why we can't move the capital the answer is simple.

In the tough negotiations in Kenya during the Reconciliation process 2002-2004 we swapped Federalism with Mogadishu but with the clause that future Parliament will decide.

We had a tough negotiator Dr Abdirahman Faroole who insisted in Federalism and not drop an inch.

President Faroole is famous for being tough negotiator and getting the longer stick.
