Like the figure in the paper there was supposed to be an additional $50m grant for scaling up fishing communities.

Before we say that the funds were diverted, do we even know if those other communities got fishing jetties support? It might just be the government didn't go ahead with this.

According to the government, for C6 (component 6) they received $45 million and utilized $43 million.

You can even see the name of some the projects that they did for C6 are in the original paper.

Honestly not sure what happened to the planned jetty projects, but the government definitely did get the most of the necessary funding.
