Come in Puntlanders. When we do Democracy, we need to do it carefully to ensure it supports voting on idealogy not tribe which will require we implement rules to ensure tribalism isn't possible.
We need 'two major' parties. One representing neo-traditionalism or Conservatism named Wadaniga which is basically preserving our PL history, culture, clan, while promoting the education of this to our locals to ensure they have a strong sense of identity while being staunchly against 'new or untried ideas' from foreign world. This party is basically your 'puntland first party' and anti 'foreigner' ideas.
While at the same time we can have another party that will form the opposition called Horumar or Horseed, this is a NEO-Liberal party that @Apollo and his like can join who are united about they're distaste for preserving puntlandnimo and eradicating these clan traditions, puntland history, it's nomadic culture, while promoting his 'western' agenda of individualizing people and making them no rely on clan or anything traditional in PL.
From there we can then have these two idealogies which one will be promoting on conservation of our culture, trditions and clannism while the opposition party is promoting adopting western culture and mind-set, both parties can then form they're own local domestic policies around education, security, economic plan, health, domestic/foreign investments, women's right, religious values, and any issue concerning Puntlanders in they're time period.
Our Party system must have some basic rules that all parties must oblige too. The electoral law. This will require each party to allocate a state quota system. Each state must be represented in each party on a balanced quota system. For example you need to secure 20% of each state to be given the status of a regional party or else your just a 'local' party and should be eliminated from the party selection round. We must ensure each district in PL is given 3 MPS. Each party will then will go to each state to ensure they win the party vote in that state and gain the 3 MPS. If they can't fully secure the district then they share the 3 MPS based on what percentage they secured in the votes of that district. All parties will repeat this process in each district.
The voting population will only the MP running, no-one will know the leader of the party until after the parliament has decided who has won parliament based on the voting results. Once the parliament is configured to represent the voting record of the region, the party with the majority votes can form a government. It is only at this stage will the people know who the elected leader of the party is after that party goes into a 'caucus' to select their leader. This person will now be the President of the state.
This will ensure no voter will ever know who is the leader of the party, they will go to the polls and vote for the MP they like from each party, this is how Australia does it. You vote for a party representative running in your district, not the president. So at each district you will see all party representives campaigning in the district to win the vote of that district for they're party because each district will have 3 seats allocated to it in Puntland Parliament. Or do you prefer un-limited amount of party lists? this will ensure that parties negiotate inside parliament if they can't secure a majority of the seats, they will negiotate with another party who says has '10 seats' based on they're election result, while the major party has 30 seats secured. He will then form a coalition with that party as they need his 10 votes while the other party knows he can't win with 10 votes so he starts to negiotate on policies he want to see adopted by the majority party likely to win, not just policies but 'guaranteed ministerial' positions also. So we can have winner takes all type of election or an election that negiotates with parties in election time to combine they're election results and form a majority in parliament.
