Offensive mostly failed to break IS’s back, even though this branch is more of a financial office than an insurgent force. Main reason is that IS has been sending their Syrian/Iraqis to train the African branches, so they have considerable edge, since combat quality is lower in Africa than in ME.

They mostly arrive via Yemen. AQ would probably do the same for Shabaab if Shabaab wasn’t so awful to it’s foreign fighters.
