Puntland has an 'opening budget' each year where it forecasts or predicts what revenues it predicts will come in monthy, 3 months, and 12 months. This is just a fore-cast. This is what you see in SL/Hamar, they only have 'forecasting' budgets. But Puntland also has a 'closing budget' which is what was 'actually recieved in funds' and how it was 'spent' and both these forecasts and closing budgets are compared to see if the government actually did what it promised to do in that budget year financially speaking.
Hargeisa and Mogadishu never have closing budgets at the end of the year, this means there is no evidence of their 'forecasts' and they can make up figures. But I love how PL, follows the proper budget methods of the world. Show your budget forecast and budget closing, we can work out what you spent in that year on what sectors in the societies like education, health, security, government work force, water, energy, etc. Puntland is the closest region that actually follows the models of the REAL world, Hamar and Hargeisa do not and no-one even criticizes them because I doubt anyone really has any hope in those basket cases but they criticize Puntland which is good in a way, it makes us 'think smarter and better and be prepared' for our enemies, where-as our enemies are never prepared for our 'assaults' because their never 'criticized' and therefore they should techically collapse because their not 'mentally ready' to challenge puntland nor militarily.
Puntland Budget in the past only was based on the 'last year closing' budget and what increases it would do in each sector 'taxation rate'. It was purely internal revenue budget, it never included in foreign aid. Puntland now included foreign aid, you think we are less then Somalia or Somaliland? We all get the same 'aid' rate or similar for the foreign world. Infact where I dispute the most is PL has higher internal revenue taxation, the amount of trucks and boasts on our seas and cargo being taxed is nothing like the 'dead samosa triangle' of @SirLancelLord and there is no way SL has higher internal economy then PL, why is it so DEAD in terms of trade. Your main taxation revenue will come from trade be it vehicles, trucks, checkpoints, airports, ports.
You need to prove there is heaps of 'ships' and 'cargos' at your port, heaps of 'planes' using your airport and passenger. Heaps of inter-state truckers and vehicles using your road and checkpoint. Can Sirlancelord prove this? of course not, can PL. Yes. The south forget it, GM-HAMAR is shabab infested, due to security, trade is impossible. Mogadishu is the only city alive with port/airport nothing else and vehicles. They don't have checkpoints inside hamar anymore so the revenue must be low in terms of 'vehicle taxation'. So their port and airport and business taxes at Bakaraha will mean they are also less then PL internal economy by FAR. Wa hadi xaqiiq loo hadlayo, hadi kale iska nacamlaya. The reason their given foreign aid probably more is due to lack of 'internal economic' drivers in their state, they require more assistance then PL is my bet. West prioritize poorer regions first like IDP first before host communities, they must of prioritized SL more cause it's so poor locally without extra foreign aid lifting it up, their people will be die.
Puntlanders own Somalilanders, Samaroon all work in Garowe restaurants, go ask them the locals. Isaaq all work in Mogadishu as waiters and shit. How can anyone explain this? Does Majerten? of course not, hence we mus be superior financially.
