Who’s got the best chance to win the election?

@buule I don't know, I don't see anyone that looks like a favorite at this stage. But the sentiments on the ground are clear.

1. Dal Jog is requirement. They want a local not some diaspora who will leave tommorow and not care
2. Security is the biggest requirement at this point for Puntland as Somalia in general isn't politically stable, plus there is local conflicts brewing under the table like galgala and tukaraq. So a general is likely wanted. In the past of puntland is anything to use as a measuring stick only generals or technocrats are presidents like cade/abdillahi yusuf were generals. Gaas/Farole technocrats. So it could swing this time to a general because security is the biggest priority again.
3. Political challenge of federalism, resource sharing, power-sharing, are still major issues that needs a competent team to address. It's been simmering away for too long now since 2004 till now we haven't even officially got a constitution or legal courts for god sakes. Anyone can do as he pleases in somalia, it's a jungle and only a moryan benefits from this environment.
4. The local economical issues have no real policy, I haven't seen a 5 year employment generation policy that is measured year by year and carried on by each respective govt as regional policy not a political matter.
5. Health is a huge matter, there is no real quality hospitals in puntlnad, most are private and do what they want and locals don't trust them and prefer to use overseas hospitals or even mogadishu hospitals. We have general hospitals for basic stuff only, there is no specialists hospitals, no equipments, no proper staffing, forget the region as a whole, were talking the capital is lacking this.
6. Infrastructure is another big one. Roads mainly

So those are the main challenges right now facing the potential candidate. If I had to guess from the line-up right now, it would be khalif issa mudan, his dal jog, a general, but he lacks govt experience as a whole, plus I am not sure how deep his friend networks are locally or internationally.
