You guys officially accepted to be part of somalia so you are not a de facto separate entity like somaliland. When Somalia conducts a meeting all the federal member state that pledge allegiance to our federal constitution are represented by the central government.
Otherwise every single federal state should go to Djibouti and negotiate with S/LAND and it would make sense.
