No idea. Only PL complained. Didn’t we usually get 5,000? I’m surprised it got bumped up to nearly 12,000.

Even SL gets a share from this and they usually complain but I have heard nothing from them

I think Most of other states' pilgrims go through Mogadishu. FGS wants to make money from this, so they probably give less than 2k to PL & SL, and cash in on the rest of 11k tickets.
