Unfortunately yes. But I’m referring to senate distribution and parliament which is why most people worry about new states forming.
States should lose 4.5 representation seats and instead be allocated seats based on population. Same with districts. That way if certain qabiil has 5 states it wouldn’t matter.
If you’re land is large but only has 100,000 poeple you shouldn’t get the same amount of seats as 400,000 population in smaller lands.
Similar with qabiil, if your ‘qabiil’ controls a districts/regions/states shouldn’t be given seats. Instead an election should decide the representation from each district in which anyone can run as long as their political party isn’t a threat to Somalia’s sovereignty.
What I’m saying isn’t even rocket science. It’s how most countries functions, we all know this. We have retards like @DR OSMAN who doesn’t understand census’ and population allocated districts. They’ve argued a PL district of 10,000 people should have same voting representation as Mogadishu 2 million people.

Banadir must be part of a federal member state and therefore have representation in the federal Senate. Either Banadir forms a new state with Lower Shabelle (my preference) or it joins Hiirshabelle
Xamar before 1991I support banaadir getting its statehood as long as it doesnt include lower shabeelle.
As for changing the capital of somalia, i dont think there is another suitable city in this point of time. The capital should stay where it is unless all somalis unanimously agree to move it and the location to which it should be moved to.
