PL/JL Can be fully autonomous
GM/SW/HS can be limited autonomy
Un-decided states like GEDO/Sool can be given tribal reserve status similar to native indians in america.

This will end our is-qabqabsi and one size fits all system.

We shud begin discussions with JL and PL and bring before Somalia parliament a PUNTJUB treaty or PuntJub act that states our relationship with the federal govt is fully autonomous including foreign relations functions and we will be under this treaty or act for 99 year time period. Once 99 years is reached we will meet up with federal authority to discuss our relationship as equal partners. If we see that centralized federalism in SW/GM/HS is progressing more then us, we will also join it, but if we see it's not working, we will extend our treaty or act for another 99 years.

Finally we won't have to care for what happens outside our borders and we can work on making PL/JL great.

He won’t reply to the facts. Jubaland admin needs to be disregarded and the raskamboni brigade should be treated like a militia in charge of a city. Federal government should be focused on liberating the territory from al shabaab then doing elections for regional leadership and parliament. Jubaland cannot be ruled by force by a minority and it also can’t be a buffer zone for Kenya. This is the elephant in the room. Who the hell supports federalism in Somalia apart from puntland and Ogaden who think they can rule jubaland as a province of Kenya like they rule Somali galbeed. Wallahi Ogaden a a riciyad clan. Hawiyes which are the largest clan in Somalia and have the capital city have no interest in federalism because it’s not in their interests. Raxanweyn will only support federalism if they have 6 regions and they also inhabit the capital and its enviros in large numbers so federalism isn’t in their benefit. Isaaqs completely detest the idea of federalism and see Somalia as 1 unit. The constitution hasn’t been approved by a referendum and was brought on a Ethiopian tank.
