He should focus on finishing councils, districts and setting up political parties. He’s been useless at security with Mudug being attacked by Shabaab even in Galkayo and Hobyo. While Xarardheere, Ceelbuur is still used as a base to attack Galgaduud.

Good news today that Guriceel, Wisil, Baxdo and Xeraale will become degmooyin. We should incentivise districts not occupied by Shabaab with councils.
