Hmm another interesting point. He wants ATMIS out because the Somali government or even the partner counties within ATMIS can’t order the troops to leave their bases and launch attacks the SNA want. Their mandate is completely dependent on the UN.

This will be replaced by frontline troops who can be ordered around by the FGS. No UN mandate to worry about and much more offensive.
