Shabaab only offer deals when they realise they can’t defeat you. They can’t afford too many fronts and like pooling resources on one front. So all 3-5k Shabaab in central Somalia is always focused one clan/SNA advance. No one wants to be that sacrificial lamb, even the SNA has given up
