I don’t understand your logic. You claim to be a “democracy” with the “best East African human rights record” but you’re arresting and beating someone for simply wearing a Somalia jersey? Generally speaking, in Mogadishu and Somalia as a whole, landers wear their bracelets/flag and nobody has a problem with it.
