So that extends to the president and parliament which Rooble is the head of and selected by the president.

No one said Roble is illegitimate. He just has the weakest mandate, he wasnt elected by anyone whereas the others were. He can be removed the same way he was named or by the elected bodies, or even his cabinet just resigning would mean his government failed.
