Tell him to bring down electricity costs. When a business electricity bill is 20k a month for running a factory that needs a-lot of energy to power it's machinery, no1 will invest because they will lose their money in operational costs. Businesses have two costs. Capital expenditure and Operational costs. Capital expenditure can be managed and is short-term cash injections into assets but operational costs is a long-term cost which has no significant returns like capital expenditure.

For example when you invest your capital into buying a property for the factory, your capital is secured against a property which will have 'good returns' if you sold it in the event of a bankruptcy. The equipments within your factory can still be sold second hand in the event of a bankruptcy.

All this is important because if the business turns badly, at least you can sell those assets and make your money back or at the very least keep the losses low. But operational costs has no benefits, it's ongoing costs like taxation, electricity, workers wages, daily expenses such transportation, etc. It's up to puntland government to make ongoing costs such as electricity as low as possible because a business man will not make profit if his electricity bill is 20k a month. Just a residential property with low energy usage is paying $100 a month. They only using small appliances like phone, fridge, tv, laptop, nothing very intensive. Imagine when you bring a big machine that uses thousands of kilowatts per day?

For any investment discussion in Puntland, electricity is critical. The other suggestion I have for this Investment forum is, all businesses require human resources, most of the students in puntland are studying professional industries, but investors in factory require technical workers not professional workers. This will lead to low supply of local technical talent which means locals will not benefit from gaining jobs and companies will need to import it's workers from indian and bangladeshis in dubai.

The first plan of Puntland government should be is to tell their is investment opportunities in the energy sector and we need diaspora and locals to gather together to end this monopoly in our towns with one provider. The only way to bring down electricity prices is through competition and clean energy.

Let's tell all the investors if they are going to invest they will need to create a group of capitalists(people who have money but don't know where to inject it) so they come together and create a new electricity plant in Bosaso, Garowe, Galkacyo. Once this is done and prices start to go down due to competition. The government next goal is to 'ban' importers or increase 'taxes' for importers so local factories get preferential treatment in the market. This will make all Somalis stop importing because it's to expensive and begin building local factories. However this is impossible untill reliable and cheap electricity exists. Till that happens, it's impossible for the government to ban importers, how will the people survive or how will the economy continue if we ban importers and we have no local factories to replace them.

So there is key steps that need to be done first. First step bring in investors and tell them to stop investing in hotels and start investing in electricity plants. Second step the government will give local factories low taxes and high taxes to importer. This will mean the local factories will win the market because their goods will be cheaper then importers and eventually importers will no longer go to dubai and a race will begin and a new sector will boom in Puntland which is local factories and production.

We honestly need to design Puntland. Currently the investments occurring is haphazard and not planned at all. We need to designate factories to Bosaso like they do in most states, where each state has his own specialized sector. For example Sydney is the business capital where all the banks are. Canberra is where all the government jobs are.

Right now you will see a mix of factories in Garowe, Bosaso, Galkacyo. This is unsustainable. Each city should have his own sector. Bosaso should be where factory sector happens. Garowe can secure a market for it's local through government and international organization opportunities.

As the business sector of Bosaso picks up with factories, this will create a booming professional sector and a strong government sector in garowe because as the economy becomes highly developed you will need more lawyers as conflicts will increase, more government workers due to more regulations and rules, this will mean those students who have no jobs now in the professional sector will begin to see employment opportunities rise. But you need a technical sector first before a professional sector can develop. The professional sector relies on servicing a technical economy.

I wish Deni creates a site in Bosaso and says 'meeshani' waa 'aaga productionka' puntland and says. Meeshan keliya ayaa la tagi kara for production and industrial projects. Then we need to gather our loser diaspora who are sitting overseas and say, you will make millions by competing against the electricity providers and to come to puntland invest in electricity. We must show them, their will be customers for them because once we ban importers they will either need to create a factory or go out of business and if they go out of business, someone else will fill their place because the gap left behind will be filled to service the economy.

Let's Create a ring network. Production and Supplier sector will then have to fill all the gaps in the market. This will lead to a 'pasta factory', a 'rice' plant, a 'softdrink plant'. This will create thousands of jobs in Puntland. The importers will not like it but it has to be a government policy and we need to tell the importers we cannot develop our economy by relying on you just to 'buy' goods from dubai and bring it back, this doesn't create workers in puntland.

This will create workers only in dubai. They will be very angry about it, because their cost will increase because we must tell them, it's in puntland national interest that we have a booming internal economy and a minimal external economy. Their will be some things we need from the outside still but we should rely less and less as the years pass on.

I agree 100%. Production of goods is whats gonna change puntland. Rather than these hotels and restraunts being sprung everywhere, factories and production of items need to be fast-tracked

The government should look into construction industry. We are currently importing even construction material. That's insane, every nation has his own construction supplying factories and warehouses.

We need to look at the costs of the warehouse, equipments, electricity usage. We must give free land to industrial projects as an incentive for investors. We need to look at what sectors can be be done locally vs externally.

Cement factory is a must. We need a Metal factory. Wood factory is necessary. We need raw material factories to be the first ones we engage investors with. Tell them since Puntland is booming locally with construction of properties, in the long-term we will need raw materials and we need local suppliers who can bring these material costs down. I wish to attend this conference.

But it is paramount we build a technical economy, we cannot create any other industries if we lack a technical industry. Everything in an economy starts when there is 'technical' factories, productions of goods.

This creates a professional sector where accountants, lawyers, technology experts come in to assist in developing. Lawyers, accountants, technology experts cannot come if there is no technical industry. Once professional sector and technical sector exists, the retail sector will boom also as they will have more clients coming to their shops buying clothes, food, and general shopping. Eventually the government workers will increase because there is so many business activities and the government will have to manage the economy. Their workload will increase and hire more local garowe citizens to fill the gap.

The attitude in puntland is 'tuuladayda' ayaan wax walbo la raba which is impossible, in an economy you need other cities to cooperate together. One city does one thing, another city does another thing, eventually buyers increase, sellers increase profit, it creates an economy on the rise.

@DR OSMAN thanks for the great input, but do you think what the so called professor(gaas) has failed to perform, will be accomplished by Deni?
It's seems unlikely

there is caffeine everywhere in garowe. where have you been looking

This is a very good initiative and should have been done a long time ago-

The blue economy should be the main focus-
example Thailand exported $5.8 billion in 2017. from canned tuna, sardines, and etc.
remember few months ago Thai ship was seized in Thailand for illegal fishing in Puntland and double permissible catch.

Somali/Puntland waters are home to some of the richest fishing grounds in Africa.

We have airports, where could ship our products, we should sign up trading deals, with many countries.

Puntland could generate billions of $$ from fisho sector alone.
