It makes logical sense for anyone who wants a strong federal government to fully control all of Somalia including Puntland to support Said Deni to be the next President of Somalia. Why? Because IMO only Deni can reunite Puntland with South Central Somalia after 31 years

The difference is that the federal states don't have a proper military including an air force or heavy weaponry. Hence its easier to remove a dictatorial regional governor than a dictator ruling an entire country

That what you convince yourself, the reason why they don’t have that is because there is an embargo, otherwise they would have had those weapons in the name of autonomy, they already have heavy artillery

But even if the embargo is completely lifted which country would dare violate Somalia's constitution to give states fighter jets, tanks, drones etc. In every country including ours defense and military matters are exclusively the sole responsibility of the national government

UAE for instance, Taiwan maybe, and others like Kenya. These countries have no respect to Somalia’s sovereignty due to it being a failed state, so they are more bold to ignore it.

Akhi it’s got nothing to do with the president being from the state or not. That will be a wrong backwards reason. What we want is agreed upon constitution that respects the federal system. What we have in xamar now is politicians wanting to bring back the failed central system which won’t work. We want to maintain our autonomy till yawmul qiyamah.

I totally understand your argument. Like Switzerland, we should give our states a very high degree of autonomy so that every FMS can stand on its own two feet and develop at its own pace.

This can't be true. Why does the 2019 budget show that Puntland was in receipt of $6,426,275?

Section 3.8 even explicitly sets out rules for federal member states to report their budget use:

1- All Public Bodies are to provide revenue and expenditure reports to the Accountant General in the Ministry within 7 working after the end of each month in the format specified in Ministerial Decree or Treasury Circulars.

2- Federal Member States and Banaadir region are required to report on the use of funds transferred to them from the Federal Budget on a quarterly basis within 1 month of the end of the period.

3- The Minister of Finance shall not transfer funds to a Federal Member State until it provides the transfer utilization reports referred to in subsection (2).

4- Monthly and quarterly budget performance reports are to be published on the Ministry website within deadlines to be specified in Ministerial Decree or Treasury Circular.

Look at PL budget, they at least have some book keeping, you will see year after year they are in deficit, I can't remember if they include FGS funding in their records, or if they class it as international aid lol. But money does leave FGS coffers and goes straight to PL, they cannot deny this, Abdiwali Gaas was demanded to pay federal tax and his argument was we cannot even cover our own budget with the help of the FGS if we pay federal tax the FGS must pay all of our expenses, as it stands now FGS does add to PL budget. Deni's denial is a stark contrast to the minister of planning who hails from PL and has not quadrupled PL's support from FGS.

So who do we have to take seriously here, Deni or the finance and planning ministers of FGS ?
