Power Struggle between HSM and the Parliament

Close sources to an uncle of mine who is in the parliament is telling me HSM wants all ministers to be from his Dam-aljadiid crew while the parliament told him they will vote them down. PM Hamza doesn't want to confront HSM this early , so he let the parliament do his bidding.
