PL is always low priority for foreign aid(which is good indicator of wealthy population) as the international community tell our leaders your people are far more rich and productive then hawiye and isaaq clans who are dad qaawaan basically and need more funding.

Mudug has definitely been neglected, Garowe has got all of the development and Bosaso always had the port. I don’t think PL government has prioritized it. I did see them putting down a lot of interlocking pavers and some new asphalt recently but I think that was the locals. They need to make sure they connect all roads to Garacad asap.
