Somalia is inspired only by PL is what he is trying to run from by proclaiming SL where ever possible. Somalia federation idea was created in 1955 by Rahanwayn but it was resurrected in PL in 1998 and served as mode the third Republic is built on plus the Constitution of Somalia was also created in PL in 2012.
As for Democracy the only.model that will be followed is PL which is still in its own experiments and has conducted local elections successfully and presidential elections are slated next.
Any Somali citizen can actually contest in PL elections as seen with the successful nomination of many non natives who are Puntites not thru blood or history but thru a shared interest of living in PL and having their homes there, paying taxes, participating in defending the state from.local or external enemies and rising up when needed in regional emergencies(natural or man made).
I'd.like to.remind the PM, don't let your post or self preservation ruin.your future or your kids future as alot of this sort of shit gets passed on and they may.lose opportunities due to association with you as seen what happens to short sighted leaders who were focused on the present and how their kids are now politically outcasts or even the leader himself is on a lifeline and can't be among his people.anymore.

As for PL, they have successfully concluded their local govt experiment and all local govts in the state are elected directly by the voters. Every district has been contested by regional.parties thru free.and fair elections and seats have been assigned to each party based on their results.

Check all their tuulos on google maps, even their biggest towns not a single paved road, PL has barely put any investments in Sanaag Las Qoray is still stuck in Boqor cusmaan times, they're overly reliant on Bosaso thats one of the main reasons they still side with you guys

Im not against waqoyi bari existing to be honest, its actually a good thing depending on how things play out, they have a lot of potential to develop their state with Las Qoray as a port, sool is also sitting on billions of barrels of oil, I would like to see them prospering in my lifetime
For sure although I hope you know somaliland will also be integrated. Once the govt can generate money from oil revenues the speed of centralisation will explode.
The whole reason somalia hasn't been able to centralize is because there is basically everybody generate taxes from trade which depend on control of ports and roads and doesnt even add up to that much money.
FGS hasnt spoken up about Oil in sool but it should cost less to extract since its onshore, right now lascanod doesnt even have basic institutions they have a lot of catching up to do, but oil money and opportunities could make warsangeli change their mind, theres also lots of fisheries potential in Las Qoray if the infrastructure is built

Overall nabad iyo hormar in Sool means a lot for everyone and is very beneficial for every side of the coin, if a road is built between Burco to Lascanod to Garowe it would improve trade significantly, the ones who will benefit the most will be warsangeli

A port in las qoray wouldnt be in PL or SL's interests since Warsangeli and dhulos would be more independent from Bosaso and Berbera, right now Warsangeli import all their stuff from Bosaso, its their life line
My understanding is that theres been multiple attempts to get some funding for the port and some ngos setup in saanag but it gets blocked at the top.
