Mighty hubris of you to think you can engineer billions of people without unforeseen circumstances. Look at China today they have an excess of 70 million males because they killed the girls sometimes throwing them in a dumpster.
In the long run, maybe.
But we have to regulate Africa's demography.
Don't complain about poverty, famines and drought as they are our main challenges.
Population regulation -> better for the demography.
India and Nigeria have something in common: great, exponentially increasing economies,
but also their poors are also increasing.
This creates inbalances, as the countries can't leave poverty, since demography is overly increasing.
Not enough food for everyone, not everyone can benefit from the booming economy.
They are extremely corrupt countries. You can feed everyone if done correctly which will spur the economy. This is what happened in the industrial revolution and the baby boom. Trying to regulate people having kids in a poor corrupt country is going to be disastrous. You are supposed to leverage the human capital not suprress it.
Trying to control the human population growth in a nation-state is extremely risky and can go either terribly well or terribly wrong. It contains too many variable outcomes for any amount of human planning to predict. There is more than enough arable land and food on this planet for every single human being to survive on, don't always believe these government-funded scientists who have a clear agenda.

China's one-child policy wasn't really in itself a terrible policy but the way it was carried out was unfortunate. They favoured a male child over a girl child to be the single child they had, this was their mistake in my opinion. Now as you say there is an excess of males in that country and many of those males are young men who are often left out of the marriage market because of few available women.
I would much rather have an excess of women in a population than lots of unemployed young men walking around with built-up resentment because they can't get married due to low numbers of women. Such situations usually lead to social issues like high crime rate etc.
If you look at the history of planned parenthood, the founder was a racist; Margaret Sanger. In promoting birth control, she advanced a controversial "Negro Project," wrote in her autobiography about speaking to a Ku Klux Klan group and advocated for a eugenics approach to breeding for “the gradual suppression, elimination and eventual extinction, of defective stocks — those human weeds which threaten the blooming of the finest flowers of American civilization.”
In a 1939 letter to Dr. C. J. Gamble, Sanger urged him to get over his reluctance to hire “a full time Negro physician” as the “colored Negroes…can get closer to their own members and more or less lay their cards on the table which means their ignorance, superstitions and doubt.”
Like the abortion lobby today, Sanger urged Dr. Gamble to enlist the help of spiritual leaders to justify their deadly work, writing, “We do not want word to go out that we want to exterminate the Negro population, and the minister is the man who can straighten out that idea if it ever occurs to any of their more rebellious members.”
Kanye West said Planned Parenthood abortion vendors, which he said have "been placed inside cities by white supremacists to do the Devil’s work.” He’s right about the locations of the businesses.
The vast majority of the abortion vendors have set up shop in minority neighborhoods, which can be seen in the scarce statistics available at the Centers for Disease Control and Prevention. Though they are only 13% of the female population, African Americans made up 38% of all abortions tracked in 2016.
In the 1970s, when the Supreme Court's Roe V. Wade decision legalized abortion, polling showed that Blacks were "significantly less likely to favor abortion" than whites. Yet in New York City, more black babies are aborted than born alive each year. And the abortion industry think tank, the Guttmacher Institute, notes that “the abortion rate for black women is almost five times that for white women.”
