This is good development. I hope they do a seminar or conference about this. This is the only methodology the western world accepts. This is only methodology they use in their own ministries or businesses. I am sure you seen the movies where they say 'show me the numbers'. It's true and it's their system of governance to work on data and numbers before developing policies or approving of funds.
This is very critical for Puntland to understand this western system or else they will waste time with giving opinions and yes the western world values your opinion but they cannot form a policy or approve funds or make a decision based on opinion, it's against they're statistic orientated system.
So if Puntites want to win with the western world, simply adopt the statistic and number methodology to all your work, ministries, policies, projects and deliver reports to them to show them 'benefits' achieved so this encourages them to continue or else they will cut it.
I also urge Puntites to develop a road-map or a general road map showing where your people are today in 2019 in terms of access to water, electricity, housing, schooling, hospital, roads, sewage, sanitation, communication facilities like internet, phone, TV access. We need hard statistics on urban and rural. We must show a 'picture' of our people in 2019 and where they are. In 2024, we must show another picture of where we want them to be in all those basic services. We must show the 'difference' achieved and the return on investment for charities or return on outcomes since charities are not business models they work on 'outcomes'.
We must then have a 'gap' analysis to show what is missing from our 2019 view of Puntland and 2024 view of Puntland. The gap can be funding, skills, governance, etc. It's up to Puntlanders to decide what is stopping them from achieving their 5 year vision and present this as the FACTS to donors and begin operation to reach your desired future state of 5 years how Puntland should look in terms of basic social services.
@FBIsomalia I like the following pillar system which is far easier to understand follow.
Phase 1 - Delivery of Social services such as water, electricity, schools, roads, hospitals, sanitation such as sewage system, and drainage, garbage collection. This is essentially the basic services each Puntlander must enjoy no matter where he lives in the state. We need a time-table for this and road maps and I wish the Puntland statistic team the best. Without these basic services, it's impossible to move to the second phase.
Phase 2 - Job creation. This is when we need real economist that are 'nobel' peace prize winning, we don't want 'mediocre' economists, we are designing the economic lifeline for millions of people, we need to invest in the best economist. In this phase we need to 'segment' our population based on the census we have of male, female, age groups, urban, rural, skilled, unskilled, etc. We need to create industries for the unskilled but ensure those unskilled industries are not 'bananas' but something of good value like 'fishery' investment. Then we target our 'skilled' population and create skilled industries for them.
You see the point I guess. We want to ensure the industries we have perform high profit margin product, service, technical trade, or trading. There is only 4 life-lines in an economy. It's Products(factories), Services(barbers, beauty salons, massage parlours, accountants, finance people, etc). Knowledge(Institutions, Academy, Universities, Entrepeneurs, Inventors). This is where the world lacks the most it's knowledge, without it, the economy can never change, no new products or innovation will happen or services or trade.
Phase 3 - Knowledge Economy. This is when I want to die and say bury me Puntland, I am done. Haday phasekani gaadhan, that's it. They are officially 1st world country. This is 'Academia' 'research' centers, 'entrepeneurial hubs', 'pharmaceutical developers' 'weapons developer', In this stage of Puntland you will start seeing 'go fund me' websites in Puntland with thousands of Puntites with inventions, ideas, cures, technology, techniques, processes, scholarship work in all industry and all you will see them say is we need corporation funding to scale our 'cilmi' into 'real' life products, services, goods, trade, etc. Basically they just need 'financial backing to scale'.
Then we can say we have finally made it as puntites once we reach this stage, we are now a knowledge economy. This is when we can brag we beat the 3rd world living and Islamic lifestyle. This is when the Doctor retires from Puntland and say 'good luck adeerayaal', I am going to Mogadishu to help my Abtiyaal now and I can use the Puntland experience and evidence to get them to 'copy' Puntland. That is my only intention for tribal competition soo ma ogid? it's not for war, it's so we copy and better each other.
