If you read it carefully, Puntland has only 1 request and that is for the International Community to participate and act as a witness to whatever agreement is reached.
The international community is pushing Deni to attend so he is trying to have them act as a guarantor of any deal. Farmaajo has already said that the Dhusamareeb 2 is non binding, he cannot be trusted at all to actually carry out anything that is agreed to.

In 2018 ,Xaarmaajo changed Baidoa agreement, no one notice it until it reach to the Parliament. This man known for not respecting any binding agreement and change as he like. This time PL wants third party to attend in-case he try to trick us again.
What was the outcome of Dhuusomareeb 2
Each party should appoint one person will represent them to discuss on the coming elections.
As the news mention Xarmaajo named one, but meeting didn't happen till today.
Not to forget Xarmaajo went to the parliament and make his speech.

Deni is right. The IC needs to be present in the meeting. Nothing can happen without the presence of PL and JL.
It was probably just a mistake, and the MPs picked up on it and it was amended...that is the whole point of having the Parliament there.
There are no law changing bindinh agreements that bypass the Parliament.
Any time you want to change the law you have to go through Parliament.
So lobby your MPs.
What changed was farmaajo proved he’s not gonna honor any agreements without the IC at the table. Just look at what he did immediately after dhuuso 2
