I think 1m1v should be abandoned. Since urbanization is the quickest way to economic development, political power should be skewed in favor of the towns, Bosaso, Garowe and Gaalkacyo. Each town should also be subject to direct government planning by the Puntland government.

Now we have all these useless towns setup by competing tribes, what's the purpose of supporting the towns of Kalabeyr-CeelDaahir-Carmo-Waaciye or Bacaadweyn-Harfo-Jalam? What's their value? At most there should be a single town between the three major towns such as Burtinle and Qardho, the rest are useless.
