Op, its to do with jurisprudence. The ruling is to fast and breakfast on the sighting of the new moon. Even if the moon is there but its a cloudy day, the ruling is to complete the 30th day. Even with in the middle east the sahaba fasted on different days according to the sighting of the moon. Now adays if the moon is sighted anywhere in the whole world, people fast and breakfast. Few people have regard for the amimah and jurisprudence, now adays.
