Parliamentary committee tasked with reviewing NCC agreements have agreed to pass on the NCC agreements to the Independent Constitutional Committees

The conditional committees job is to change these agreements into constitutional language which will complete the constitution as they are the 9 outstanding political agreements in the constitution. The technical part of the constitution is completed.

Even the NCC agreements are technically completed as the constitutional committee drew up them up as one of a few options (ie a centralised model, a federal model, a confederal model)

For example on tax, there would be options an option where states would collect their own tax but then redistributed fairly, federal government through national taxes would collect tax and distribute it or each state would have it’s own fiscal policy, spending and raising it’s own money. These have already been written up extensively in the technical technical stages and all it needs is to be added to the constitution to be complete.

HSM has succeeded in moving this without a vote to the Constitution Committee.

Now they’ll add these agreements to the constitution without hassle and it will be brought to parliament for a single vote along with the whole constitution which is easier to manage as it’ll be a yes or no.

Now only one big day of spending will be required on buying votes (need 180 or so MPs) from parliament.
 
I don’t know why HSM is exhausting himself. This certainly will not work. He has 2 years and 8 months left. He will be dragged from Villa Somalia if he dare tries to extend any time beyond that.

This is not about term extension. It’s about completing the constitution even without PL.

Onwards and upwards to a new Somalia! (central-South really but we’ve got the name trademarked with this FGS thing :mjlaugh: )

Mucaaradka support 5 year term changes and a few other NCC agreements after the last meeting, they just wanted HSM to agree to it applying to the next Presidency

Two speakers hand over NCC to the two Constitutional Committees! This is a major deal yet will receive very little coverage. Somalia is going to enter 3rd Republic!

Bribing your way through the legislative procedure to push through a constitution should honestly be enough to make it completely void and nullified. It's also being done by the very same gov't that are supposedly fighting corruption? :snoop:

The parliament needs to be schmoozed, they don’t anything major without payment or positions, whether that’s the vote for a new government/xukuumad, laws or even just turning up :manny:

I’m sure they can think long and hard about the new constitution just as they are receiving a few zeros in their bank accounts. How else can you get 180+ MPs to turn up and raise their hands

Of course, national elections are too high stakes. 1m1v elections have to be beyond reproach and independent of the President/government. I’m sure that’ll be one of the asks of the mucaarad

I wonder if they'll allow votes from qurbaha or purely in Somalia? The ramifications would be that Somalis in Ethiopia and Kenya will be able to participate :icon e confused:
