Somaliland wasn't as prosperous so I'm assuming the refugees would take a toll to the already struggling country.
Some were probably allowed to stay, since they resettled even in Kenya and other East-African countries.

Somaliland didn’t exist at that time. The reason why they didn’t want Ogaden refugees is because Siyad Barre settled them to take over and the Ogaden militias were committing human rights abuses against the local Isaaq population.
