I somehow I agree with you, that is a common sense and logically enoughto move the capital to centralised area however moving it to Garowe or Bosaaso is inconclusive due to various factors : the rigid terrain and humid climate is enough to suffocate the life out of you impossible for inhabitation

We can move the capital towards the centrepoint ,
At a close proximity the river banks of Shabelle , 4 cliques north and inbetween the of river towns of Jowhar or Buulobarde and if you look at the map it's feasible enough to establish for a central government
