From what I have been told, September 17th Agreement ends Midnight on 31 December

NSC (Golaha Wadatashi Qaran) will meet and issue a communiqué that states since Sept 17 failed and to accelerate national elections they have agreed to take following steps

One of them will include one city elections “ Kismayo, Baydhabo, Jowhar, Dhusamareb, and Garowe”

But I don’t know about the Ergo per seat it will remain the same pretty sure.

What do you think? One city elections is pretty much the end of Farmaajo.
