Complete opposite. An Egyptian delegation sent the offer to Somaliland, and seemingly as a way to punish Somalia for what they have done. You have no sense whatsoever do you? SL supports Egypt because they are the true owners of the River Nile, so much history, so much dependency, nost si in Egypt, etc. And this deal is not for Arabs stupid, it's for international recognition, added protection against Ethiopia (military base, incentive to defend it, Emirati one nearby, Taiwanese moving in soon too), 45000 troops being trained yearly, $100 million every year, defense pact and so on.
