They know it's public land and pretend the chaos of the 90s never passed. They are only victims of their own delusions.

Honestly this is one of those things thats obviously terrible and a tragedy. But was also a massive issue that would have to be solved down the road. Its in some ways an incredible stroke of luck that hsm who is famous for being corrupt and a qabilist was the one who decided to tackle this issue. There was no way a non abgaal president would have been able to kick out anybody and even an abgaal president who was not super well known for his corruption like hsm would have faced resistance from the people.
