Don't take the pride that far. If every citizen in Mogadishu is biometric scanned and the gov can follow you. There would be consequences for those attacks. Not only the visible terrorists will be known but also the ones that helpen in the backround. With the death penalty on the crime of terrorism there would be a lot less bombings.

At the end of the day those people in the background get away with it. That needs to change for stability to return to the capital.
