What a stupid condition by the lenders!!! Norway will lend us money to pay our debt to these institutions and then, these organisations will lend us new loans and we will pay off the Norwegian debt. We will still owe the same debt to these organisations as before. We just moved money between Norway and these organisations and back to Norway because the rules state, no new loans till you pay your old debt. We just moved money from point A to B and back to A. We still owe the same amount before the Chairs of debt. What’s left for Somalia? Nothing.

This doesn't mean debt relief is off the table, it just means we don't have to wait for it to access new and bigger loans.

Correct, the loan given by Norway is much less than the new loan that Somalia will qualify for once their rating is increased with this bridging loan.

It’s the rules that I’m pissed off with. We still owe them what we did in the beginning & this will qualify us a hearing for debt relief. Either way, Somalia won’t see any cash and they will commission a major global accounting firm to manage the loan and charge through skimming funds from the loan for their services. Are the federal states signatories to the new loans? Who pays the loan back?
Basically what will happen is a bunch of donor countries paying the debt off not only from the IMF but pretty much all. The catch is the IMF will approve a bigger loan that in its turn pays the donor countries back and leaves way more than enough to kick start our 30 years dead engine. The economy will rise and we pay the debt off in terms.
