That letter is nonesense. Tukaraq is misspelled though Abdiwali Gaas has a habit of bad spellings and unprofessional written decrees and letters and many secret letters were leaked in the past due to being it a place of total incompotency and lunacy.

However just above the signature the badly written Alaa Mahadleh is what Somaliland mainly uses. In Jubaland they use Wabillahi Towfiiq but in Puntland ministries and official government office letters mostly use Fulin wacan at the end or nothing.

Allaa Mahad Leh is used by Somaliland towards the end of a decree or release from a government office.
