The word you’re looking for is “civilization”, not culture. Everyone has culture.

Nomads = no civilization.

The problem is the nomadic lifestyle, which is antithetical to the sort of agrarian type society needed to build a great civilization. But for that, you’d need an agreeable environment, which Somalis don’t have. That’s why they’re nomads. Not their fault.

All nomadic cultures are like that. Even Genghis Khan’s (who came from a nomadic culture) whole MO was to raid and hijack other civilizations. They never sustained one of own on the steppe to anything of note. It always crumbled when they tried. You can’t control a population on the move. There’s no security in that model, no growth.
