New Update on shidaal

1. If I heard correctly he says Hobyo will be developed to export Shidaal
2. He says American companies are waiting to see how the TPAO drilling goes, if theres no problem they will move in and he says they will probably move in and drill faster than TPAO
3. He says something about oil companies opening offices in Xamar soon just like what happened in Guyana

 
only thing im wary of is that foreigners are imported to work in the drilling instead of training locals to work the equipment
If I remember correctly in the contract it says that they must employ some somalis, but its unrealistic to expect them to find some somali engineers for some things

Just like the NMDC thing they had to import foreign specialists but they also had some somali engineers, regardless if everything goes well Im sure they will train locals overtime

They should tap into the Somali diaspora who already work and have experience in the oil industry in countries like Canada, US, Saudi Arabia, UAE, ect. Especially those in management positions. They could then train locals to work on the drilling platforms. I remember @Idilinaa mentioning this not too long ago in another thread.

They dont want to move back, they've got better opportunities and better quality of life where they live, you've gotta make the environment attractive before inviting people in

I’m sure there’s a lot of Somalis that work in this industry in Alberta
 
The corridor between Xamar and Hobyo needs to be cleared first, shabaab is very close at some areas I think they could even easily reach the coast since that area isnt even populated, and they said they plan on building a road from Hobyo to Xamar along the coast if things get better
Actually on second thought I think what was meant in the video has nothing to do with Hobyo port itself or the town of Hobyo, but one of the TPAO blocks which is right east of Hobyo

And its unrealistic and too risky for anything to happen in Galmudug, shabaab and Galmudug government and laws aren't fully established

Most likely if offshore rigs are set up in that area they will just carry whatever they drill back to xamar

They should at least be included in the negotiation and agreement process with energy partners since they have the expertise and know the ins and out of the industry. They should also be consulted when making important decisions regarding oil and gas. We should not be relying and trusting shisheeyes to make fair deals when we have our own experts in the industry who can take on that responsibility and make sure we aren't getting screwed. HSM just doesn't care and would sell his own family if he could make a few more millions.

It wouldn't be as bad if HSM at least consulted Somali industry experts who work in foreign energy sectors during the negotiations and agreement process who know what to look out for. Like that should be the bare minimum to try and safeguard our natural resources.

We simply don’t have the human capital, so foreigners are required at this stage. Luckily, the oil agreement includes a community fund and a training fund, which is good news. Ultimately, it will be included in the 90%’ cost, but at least it shows that there will be training for locals.

We actually already have a solid framework in place. Somalia passed a well-written and comprehensive petroleum law that covers everything we need, including model PSA agreement templates to follow. It was carefully crafted with input from Somali experts to protect our national interests.

Unfortunately, the oil agreement that was signed goes against that law. It ignores key safeguards and even includes a clause saying that if it conflicts with Somali law, the agreement will override our own legislation. That completely defeats the purpose of having the law in the first place.
