What happened?

Tell me why, when I was boarding ET at Washington that it was orderly just like any other Western Airlines but when I was boarding my last leg of the trip at Dubai the passengers were all Africans and were huddled like cattle to board it with total disregard for civilization and law and order. Why didn’t ET refuse to board till everyone behaved like civilized people. They could’ve done that but chose to be complicit in African animal-like behavior by just allowing this madness to ensue
