Puntitequeen knows my position on 4.5(It is merely politician agreement in Carta it's not constitutional) and I'm a big believer in the rule of law not politicians or politics or any human(I'm a man of sharci) as the sharci is universal safety for all even in our clan differences or political difference,.
As for Somali public perception of it, it is seen as the Somali affirmative action quota to appease smaller clans(generally loved by Somali nationalists or minority loving liberals) on the other polar side is the hard right Somali traditionalists(he knows your clan territories, water wells,villages, and your land holding(my father is more of this variety), they see it as downright political communism(hanti wadaag changed to awood wadaag).
I'm more middle ground between the two camps and think it was a deal cut under a terrifying time(following not only a civil war along clan lines but the sacking of the state, I mean Somalia wasn't on the global map nor listed in any international institutions) it was no different to no man's land or some wild jungle like the Amazon. I can see why the the leaders cut the deal even tho it is a political agreement between men, it ain't no constitutional law thank god.
It is a bit silly stand alone clan like MJ or OG who are two legit governments are sharing seats with tiny clans who have to share a regional govt or live in Mogadishu like some xaafad clan. It's stupid I know. No joke it sometimes does make my blood boil seeing that xaq daro. I mean GM/HS combined is the same size as PL just north east, yet 100 different clans live there like langaabs sharing a dawlad and land holdings.
