I would put these people outside the city and create a zone for them based on what they do. Industrial zone or something. My rule would be, you cannot operate in the city without a 'shop-front or bakaar' as a bare minimum, if you want to use cheaper materials, u need to go outside the city.
I would regulate how 'cheap' they can go also, I would ban 'tin-sheds' they are using as illegal and the bare minimum is 'pre-fab container' or 'gazebo' for the tea houses. I would allow the 'tea shops' to operate in the city as long as they invest into a 'gazebo' as a bare minimum. This small reform would make PL look great again
