They will represent all Somalis living in Banaadir not PL, KG, JL, Galmudug and Hirshabelle just "Reer Banaadir" they can belong to any Qabiil Hawiye, D&M, Dir and Daarood but they will not have any links with any FMS. how much each qabiil will be allocated for will be based on their size in Banaadir.
Nearby Middle Shabelle towns like Balcad should be absorbed into Banaadir imo
