You can’t compare highly urbanized Baanadir to DDS. Galmudug is also mostly rural, facing AS, yet still has a higher per capita grade 8 attendance.
GM 1.4M people = 7,832 students.
DDS 7–8M people = 35K students.
To match GM, DDS should have 40K–45K minimum.
With no conflict in DDS, this gap is purely due to state government incompetence

President of K5 Mustafa Cagjar addresses it directly himself. 5.4% of all Ethiopian students passed compared to 1.2% of Somali students in K5 . That is just 20% of the 5.4% which was already abysmal. A lot of work has been done in Ceel Dheere over the past month alone. A hospital and a school are planned as well. Ceel Buur is still under AS control, so no projects can be carried out there.
